BEWARE OF CONSTRUCTION SCAMS
 

The Levy County Sheriff’s Office received a report of a possible construction scam in the Bronson area today.  The Suspect approached a homeowner and offered to do a paving job with “leftover” materials.  After agreeing to the offer verbally, the Suspect attempted to change the price and the homeowner contacted the Sheriff’s Office. 


When the deputies arrived, the Suspect could not produce a valid contractor’s license.  All forms of identification indicated that the construction crew was from outside the Levy County area.  The Suspect agreed to discontinue work and not charge the homeowner.  He left the area along with his crew. 


LCSO encourages all citizens to be on the alert for these types of scams.  They tend to increase this time of the year when the scammers migrate to Florida from colder climates.  Possible warning signs to look for include unsolicited offers to do work and offers to use “leftover” materials at a very low price.

Comprehensive Roadside Safety Checkpoint to Be Conducted

 
          The Levy County Sheriff’s Office and The Florida Highway Patrol will be conducting a Comprehensive Roadside Safety Check Point (CRSC). This dual agency check point will be conducted on Wednesday, December 31, 2014, beginning at 10:00 PM. at 13574 North US Highway 19, Chiefland, Florida. 
         

The objectives of this checkpoint are as follows:
 

1.     Deter vehicles from being operated on the highways with defective equipment;
 

2.     Deter drivers from operating vehicles without a valid driver’s license;
 

3.     Deter drivers from operating vehicles without proper insurance and/or proper registration;
 

4.     Deter impaired driving and thereby reducing deaths, injury, and property damage caused by alcohol and drug impaired drivers;


5.     Deter impaired drivers before a crash occurs;


6.     Conduct checkpoints with a minimum amount of intrusion and motorist inconvenience; and


7.     Ensure the safety of the affected motorist and officers.

 

To further enhance highway safety, LCSO and the FHP encourage all citizens using the highways to report suspected impaired drivers to the nearest law enforcement agency.  When making your report you should attempt to provide the following information: 

 

          A.  Where you saw the vehicle and its direction of travel;

          B.  The vehicle description including its color, make and model; 

          C.  A description of the driver; and

          D.  The vehicle license plate information. 

  

Cellular phone callers can contact the nearest FHP Communications Center by dialing “Star FHP” (*347).  This is a free call that is provided as a courtesy by the cellular phone companies in Florida.  Callers can report any emergency, including an impaired driver, by calling 911. 
 

Roadside Safety Checkpoints are one part of the enforcement plan to enhance highway safety for all our citizens and the visitors to our State.

The Levy County Sheriff’s Office has made one arrest and has identified two other individuals who are believed to be responsible for more than 20 separate burglaries in the Bronson area.  The crimes stretch over a period of 14 months.  The locations that had been targeted included various businesses as well as schools in the Town of Bronson. 

The investigation gained momentum when Deputies from our Patrol Division intensified patrols around the buildings that were being burglarized.  On December 19th, Deputies Jeremy Dean and Justin Van Duren completed a Field Interview Report on Jordan Ray Price (11-13-94).  LCSO Investigators Scott Stancil and Noel Ramirez were able to take the information from the report and positively identify Price as one of the individuals who had broken into Bronson Middle High School on multiple occasions.  Eventually they were able to identify two additional suspects in some of the crimes. 

On December 24, LCSO Deputies arrested Jordan Price on one count of Burglary, Criminal Mischief and Trespassing on the Bronson Middle / High School Grounds.  His bond has been set at $16,500.00 and he remains incarcerated at the Levy County Detention Center. 

Investigators continue to build the cases against the known suspects.  They anticipate filing more than 50 criminal charges in the combined cases. 

LCSO also requests the public’s assistance in locating Gatlin Michael Clark  (12-6-91).  Clark is a person of interest in several cases and is currently wanted by the Lake County Sheriff’s Office for a Violation of Probation.

COLD CASE HOMICIDE ASSISTANCE SOUGHT
 

December 14, 2014

On December 8, 2012, Deputies from the Levy County Sheriff’s Office responded to 10150 NE 48th Lane in Bronson to the report of a deceased person.  The investigation revealed that the resident, George Pierce (8-15-61), had been murdered in his home. 


After following up on initial leads, the investigation has gone cold.  On the second anniversary of Mr. Pierce’s murder, LCSO Investigators are asking the public for their assistance in closing this case for the friends and family of Mr. Pierce.  Anyone wishing to provide information can contact the lead investigator, Lt. Jimmy Anderson, at the Sheriff’s Office. 
 

Crime Stoppers of Levy County has authorized a cash award of up to $1,000.00 for information leading to the arrest and prosecution of the person or persons involved in the murder.  That information can be provided anonymously at 1-877-349-8477.

LCSO CONGRATULATES NEW DRUG RECOGNITION EXPERT



Levy County Deputy Sheriff Brandin Sullivan recently completed all the training requirements of the Drug Evaluation and Classification (DEC) Program, also known as the Drug Recognition Expert (DRE) Program.  Deputy Sullivan became one of approximately 240 DRE’s in the State of Florida and is the first with the Levy County Sheriff’s Office. 

 
The program began in the early 1970’s when personnel from the Los Angeles Police Department developed it to combat drivers who were impaired by substances other than or in addition to alcohol.  Today the program is internationally successful and is endorsed by the International Association of Chiefs of Police and the National Highway Traffic Safety Administration.   
 

Through his training, Deputy Sullivan (and all Drug Recognition Experts) are able to identify impaired drivers and then determine the cause of the impairment.  Many times the DRE’s can determine the category of drugs that is the likely cause of the impairment. 
 
Deputy Sullivan may now be qualified as an expert witness in court on a variety of topics related to impaired individuals.  He will be required to complete continuing education requirements to maintain his expert status.  LCSO will make Deputy Sullivan available to assist other law enforcement agencies throughout Levy County with drug impaired driver investigations. 


LCSO congratulates Deputy Sullivan on being selected for this prestigious program and completing the rigorous requirements.  Levy County roads will be safer due to Deputy Sullivan’s enhanced ability to detect and evaluate impaired drivers.

LCSO wishes to recognize Corrections Officer Leslie Braswell for receiving the “Most Dedicated Soldier” award from the 868th Engineering Company of the Army National Guard.  Officer Braswell’s Platoon Sergeant, Joe Alexander, said the following about the award: 

“The award is presented to the soldier that has displayed the Army values consistently throughout the year. Braswell has proven to be an asset to 2nd Platoon and the 868th EN CO. Her dedication has resulted in the early completion of missions during the annual training period. She has also proven to be an example of "right" to the new enlisted soldiers. Braswell attacks issues without being instructed, which is a key factor when selecting Non-Commissioned Officers. She is on her way to being an excellent NCO.”

Update - Melvin Persenaire Investigation

The vehicle owned by Melvin Persenarie on the day he disappeared has been located. The car was spotted by Gainesville Police Department and Alachua County Sheriff’s Office Joint Aviation Unit today at approximately 2 pm on an unimproved road south of SR 24, just outside the Town of Bronson. The vehicle was stuck in deep sand and appeared to have been abandoned by a single occupant.

Investigators have also been given the preliminary autopsy findings by the 8th Circuit Medical Examiners Office. Mr. Persenaire did succumb to death by natural causes. No foul play is suspected.

This is a truly sorrowful event for the family and our community. “Sarge” as he was known by friend and co-workers will be missed. The LCSO wishes to express our condolences to the family.

LCSO wishes to thank the Gainesville Police Department, Alachua County Sheriff’s Office, Florida Wildlife Conservation Commission officers and the combined Aviation Unit for all of their assistance in this investigation.

New Hires and Saluting Retirees

LCSO WELCOMES NEW HIRES AND SALUTES RETIREES



On December 3, 2014, the Levy County Sheriff’s Office held a ceremony to welcome new employees and congratulated others on transfers and promotions. LCSO welcomed Telecommunications Officer Sarah Moore, Detention Officer Keith Coleman (formerly with the Florida Department of Corrections) and Deputy Sheriff Kevin Shepherd (formerly with the Williston Police Department). These three new employees are pictured below giving their oath of office to Sheriff McCallum.


LCSO also said our “official goodbye” to three very dear friends (and we shed a few tears as well). We wish to thank Telecommunications Supervisor Edna Fuller, Detention Sergeant Linda Cook-Ott and Deputy Sheriff Matt King for their many years of service to the citizens. We wish them all the best in retirement. Each of them will forever be a part of the LCSO Family. The three honorees are pictured below.

Yesterday at approximately 5 pm the Levy County Sheriff’s Office received a call from a resident who reported he had located the remains of a person in a wooded area near his home. Deputies responded to the 9800 Block of NE 121 Street in the University Oaks Subdivision in Bronson and located the body of Melvin Andrew Persenaire (10-13-1949).  Persenaire had been reported missing by his wife on November 29th  to the Gainesville Police Department.

Persenaire was last seen at Wal-Mart at the 23rd Street location in Gainesville on November 27th.  He was an employee there and ended his shift at approximately 3:45 pm. Parking lot surveillance video was reviewed by GPD officers, and Persenaire could be seen entering his 2010 silver Hyundai Accent and leaving.  Persenaire was last been seen wearing his Wal-Mart vest, tan pants and a blue Tee shirt.  GPD issued a BOLO (be on the look out) for Persenaire and his vehicle.  Persenaire had not been seen and had not contacted any family since his disappearance on the 27th.  His wife was working closely with GPD detectives to assist in the search for her husband.

Levy County Sheriff’s Office investigators are working with GPD and family, attempting to piece together the timeline of events that occurred since Persenaire went missing. LCSO is searching specifically for Persenaire’s vehicle. The vehicle, described as a Silver 2010 Hyundai Accent 4 door with attached Florida tag: N04-0CH, has not been located.  Law enforcement officers from several agencies have focused efforts to locate the vehicle in the Bronson area, west of Archer.

LCSO is asking for the public’s assistance in locating the vehicle. LCSO needs anyone who may have information which could help investigators locate this car to contact the Sheriff’s Office.  Also, anyone who may have had any contact or information about Persenaires’ whereabouts between November 27th and December 3rd, please contact LCSO at 352-486-5111 and ask for Sgt. Mike Narayan.

***Scam Alert***

Levy County Sheriff’s Office has received several complaints in the recent days alerting our office to potential scams. This is the time of year the scammers come out in full force. Citizens are urged to beware of any phone call, email, text message or even a visit from any person they did not solicit the visit from. Sheriff McCallum said, “If it sounds too good to be true, it probably is.”

Several complaints about “Secret Shoppers” and winning a foreign lottery have been filed. Unfortunately, if you fall for their sales pitch, you are always the loser. Local Law Enforcement, in most cases, cannot recover any of the money you send out.

Sheriff McCallum wants our citizens to be especially cautious. Sheriff McCallum said, “Christmas is upon us. Our families and children come first. Don’t fall for the claim of a big payday expecting the Christmas of a lifetime. These people only want your money and will promise you anything.”

Arson Arrests Made

On November 24, 2014 at approximately 6:19 AM, Deputies from the Levy County Sheriff’s Office responded to the business known as “Rivals Bar” in the Town of Inglis to a reported fire.  Firefighters from the Levy County Department of Public Safety and investigators from the State Fire Marshal’s Office also responded.  The business was located at 439 Highway 40 West, Inglis, Florida. 

Deputies soon learned from the Fire Marshal Investigators that they had determined that the fire had been deliberately set.  Two firefighters from the LCDPS were injured while fighting the fire.  Investigators discovered that an unknown quantity of alcoholic beverages and the bar cash register had been stolen prior to the fire being set.  The building was a total loss. 

Investigative Sergeant Mike Narayan, Investigators Mike Wilkinson and Zeb Richburg and other responding deputies quickly located several witnesses.  Based on information provided by witnesses, the investigators interviewed Jordan Michael Cooper (3/25/93).  Cooper gave information that implicated himself along with Travis Evan Crabb (4/29/82) as the perpetrators who set the fire. 

LCSO investigators were able to obtain an arrest warrant for Crabb.  The warrant was executed in Alachua County during the morning hours of November 25, 2014 with the assistance of the U.S. Marshals Regional Fugitive Task Force.  Crabb has been charged with Arson, Burglary of a Structure, Grand Theft, and two counts of Arson Resulting in the Injury to Another.  Crabb’s bond has been set at $170,000.00. 

Shortly after Crabb’s arrest, Cooper was arrested in Levy County on identical charges. Cooper is being held at the Levy County Detention Center.  No bond has been set for Cooper at this time. 

LCSO would like to thank the Fire Marshal’s Office and the USMS for their help with the investigation.  We also wish a speedy recovery for the injured LCDPS Firefighters.

Arrest Made In Elder Abuse Investigation


 

On October 30, 2014 the Levy County Sheriff’s Office arrested Michael Hancock (26 yoa) on one count of Aggravated Manslaughter of an Elderly Person.  Hancock is being held at the Levy County Detention Center on a five million dollar bond. 


The arrest was made after a lengthy investigation that began on July 10, 2014.  On that date Hancock called 911 to report that the 96 year old Victim, Helen Bishop, was unresponsive.  He informed responding deputies that Mrs. Bishop had died naturally at his home and she had previously signed a “Do Not Resucitate” (DNR) request.   Deputies learned that Hancock had been providing 24 hour care for the Victim, along with Katherine Bowker (24) and Katelyn Allen (23).  The Victim had been staying with Hancock, Bowker and Allen at a residence on SW 67th Place near Cedar Key. 
 

The responding deputies noticed some bruising on the Victim’s body but did not observe obvious signs of foul play.  The following day during funeral preparations, the funeral director observed other potential signs of elder abuse.  After interviewing the funeral director, LCSO Investigators requested that the Medical Examiner’s Office conduct an autopsy in order to more accurately determine the cause and manner of the Victim’s death. 
 

On October 24, 2014, LCSO Investigators were informed by personnel from the Medical Examiner’s Office that the autopsy had revealed that the Victim was found to have suffered a “bilateral fracture of the Hyoid bone,” a fracture of the calcified membrane around the thyroid gland, multiple rib fractures and a fractured collar bone.  It was the Medical Examiner’s opinion that Mrs. Bishop could have been the victim of a homicide. 

 
On October 30, 2014, Investigators from the LCSO Criminal Investigations Division re-interviewed Hancock, Bowker and Allen regarding the autopsy findings.  During the interview, Hancock admitted that on the date of the Victim’s death he had become very frustrated with her because she had soiled herself.  While Hancock and Bowker attempted to bathe the Victim in the shower, Hancock became even more frustrated when Mrs. Bishop physically resisted being bathed.  Bowker left the bathroom for a period of time. 


During Bowker’s absence, Hancock admitted grabbing the Victim by the neck to try to get her attention.  He stated that he probably squeezed her neck harder than he should have and held it for approximately 2 minutes.  After releasing his grip on the Victim’s neck, she became unresponsive.  Hancock had to physically lift Mrs. Bishop from the shower to her wheel chair. 
 

Investigators believe that Hancock broke the Victim’s hyoid bone when he grabbed and squeezed her throat.  They also believe Hancock broke the Victim’s collar bone when he lifted her out of the shower.  No charges have been filed against Allen or Bowker at this time.  The evidence indicates that Allen was not present in the home during the incident.  Investigators believe that Bowker was outside the bathroom when Hancock grabbed the Victim by the throat and played no part in causing the Victim’s death.
 

LCSO is awaiting the final autopsy report and the investigation will remain open until it is received.

Bronson Bald Eagle Rescued

 

On October 19, 2014, LCSO Victim Advocate, Amanda Sauder, and other motorists observed a wounded Bald Eagle beside County Road 337, just north of Bronson.  Sauder reported the eagle to the Communications Center and Corporal Joe Sabbag responded to the scene along with Deputies Chase Gregory and Franco Almeida. 

 
The deputies determined that the eagle had most likely been struck by a car.  It was unable to fly but appeared to be in good condition otherwise.  They contacted the Florida Wildlife Commission but learned that FWC had no one available to immediately respond to care for the eagle.  Corporal Sabbag advised that the eagle was standing in the mid-day sun light and he became concerned about it going into heat distress. 

 
Deputy Gregory was able to retrieve a cage from his home.  The deputies then gently placed the eagle into the cage and moved it to a cooler area at the Sheriff’s Office. 

 
FWC personnel eventually responded and delivered the eagle to a proper rescue facility in the Newberry area.  At last report, the eagle was recovering well.

Stolen Guns Recovered


The Levy County Sheriff’s Office has arrested Kyle Brian Bell (DOB 1/12/95) and another male juvenile for Burglary and Grand Theft.  The crime, which occurred at a residence south of Williston on U.S. 41, was reported on October 15, 2014.  The Victim reported that unknown suspects had pried open a door of the residence.  After making entry, the thieves stole 8 firearms, a computer, a cellular phone and other personal property. 


On October 18, 2014, Deputies received information from an informant indicating that the juvenile suspect was attempting to sell guns which matched the description of those reported stolen by the victim.  Sgt. Mike Narayan and other deputies located the suspect who ultimately confessed to the crime.  The suspect was arrested on October 18, 2014. 


Through additional witness interviews, the deputies identified Kyle Bell as a co-defendant in the case.  Bell also confessed to his involvement in the crimes.  LCSO Investigators were able to recover the 8 stolen firearms.  Bell was arrested on October 23, 1014.  Both suspects were booked into the Levy County Detention Center.

Burglar Busted

 

The Levy County Sheriff’s Office has arrested David Michael Smith, (DOB 7/5/88) for Burglary, Grand Theft and Dealing in Stolen Property.  The crime, which occurred at a residence in the Bronson area, was reported on October 3, 2014.  The Victim reported that an unknown suspect had removed copper wire from the walls and appliances at his home. 

 
On October 20, 2014, Deputies received additional information from the Victim and a concerned citizen that led to the identity of the Suspect.  Investigators Scott Stancil, Mike Wilkinson and Crime Scene Investigator Zeb Richburg worked the case to its conclusion. 
 

Smith ultimately confessed to the reported burglary and theft.  After the theft Smith admitted he sold the stolen wire at the Williston Recycling business.   In addition, Smith confessed to similar crimes at 8 additional residences in Levy County.  Additional charges will be filed in those cases as soon as possible.

Missing Elderly Man

The Levy County Sheriff’s Office is seeking the public’s assistance in locating Arnold Dean Fahr. Mr. Fahr is described as a white male, 78 years old.  He is partially bald and has gray hair and wears glasses.  Mr. Fahr also wears a prosthetic leg. 
Mr. Fahr was last seen at his home this morning.  The home is located at 20251 SE 81st Terrace, Inglis, Florida.  Mr. Fahr does suffer from some health issues.  LCSO deputies and several other agencies are currently searching the area for Mr. Fahr.
